the Harvard law professor/impeachment expert that the Democrats picked
to testify before the Judiciary Committee just penned an article saying
that Trump isn't legally impeached until the House transmits the
articles to the Senate. "If the articles are not transmitted, Trump can
legitimately say that he wasn't truly impeached at all."
